Summary of Geoscience Work Experience
Mellisa Cooper serves as a Geologist for Hydrex Environmental located in Nacogdoches, Texas. Ms. Cooper has over nine years of experience in various environmental permitting and reporting with specific attention to implementing air permits, storm water permitting and monitoring, creating Storm Water Pollution Prevention Plans (SWP3), and performing storm water monitoring inspections for construction and industrial facilities. Phase I and II Environmental Site Assessments (ESAs) and experience with the environmental review and environmental impact statement (EIS) documents in accordance with National Environmental Policy Act (NEPA) have also been a focal point. She is skilled in conducting environmental audits under the Texas Environmental, Health, and Safety Audit Privilege Act for Industrial facilities. She is experienced in preparing Spill Prevention Control and Countermeasure (SPCC) plan for various industrial facilities. Storm Water Permitting and Monitoring Work Experience
Ms. Cooper is responsible for the management and reporting of 17 individual storm water permits for various and diverse industrial facilities. She has project management skills in the areas of project planning, preparation, coordination, creating and maintaining budgets and proposals, development of monitoring and reporting schedules, and coordination with various laboratories. She has detailed expertise in preparing storm water pollution prevention plans to ensure compliance with TPDES permit requirements. She has carried out detailed inspections for storm water permitting for industrial facilities and construction projects. She has performed various storm water monitoring and reporting for the industrial facilities under her management. Ms. Cooper is skilled at conducting storm water sampling, including review of laboratory analytical data pertained to storm water discharges. She also acts as a direct contact between client and government regulatory agencies to assure compliance with all appropriate laws and regulations. She is skilled in determining the appropriate best management practices (BMPs) and pollution control measures for each facility or construction site.
Air Permitting and Monitoring Work Experience
Ms. Cooper also has knowledge in federal and state air permitting with experience in obtaining, reporting, and maintaining Title V and New Source Review air permits for various facilities. She is experienced in reporting and calculating air emissions both for Title V and New Source Review permits as well Tier 2 non-methane organic carbon (NMOC) Landfill gas emissions and other various air emission sources. She is experienced in sampling for landfill gas emissions as well as high volume air sample collection.
Hydrogeological Investigations and Groundwater Monitoring Experience
She has specific experience in groundwater characterization, aquifer testing, contaminant modeling investigations, flow characterization and design, installation and development of systems for groundwater monitoring, and investigations of groundwater quality and groundwater chemistry. She has further experience in monitoring and reporting for municipal solid waste facilities. She has participated in all aspects of groundwater monitoring including sampling, reporting, statistical evaluations of groundwater geochemical data, designing groundwater contour maps, review of laboratory analytical data, hydrogeological and geochemical groundwater investigations, and groundwater contour mapping.
Environmental Investigations and Reporting Work Experience
Ms. Cooper has also participated and gained useful knowledge in Phase I and Phase II environmental site assessments (ESAs) in accordance with American Society for Testing and Materials (ASTM) standards to determine environmental risks. She has conducted environmental assessments and reviews to prepare environmental impact statements (EIS) and documents in accordance with guidelines set by NEPA and special appropriation grant committees. Ms. Cooper is knowledgeable in preparing Spill Prevention Control and Countermeasure (SPCC) plans for various industrial sites. In addition, she has evaluated industrial sites for various environmental issues and conducted environmental audits under the Texas Environmental, Health, and Safety Audit Privilege Act to determine compliance with federal and state rules and regulations. As part of these environmental audits and evaluations she determined what permits, monitoring, and reporting issues needed to be evaluated and created solutions to correct any concerns found during the process.
